The de facto regulator of English language colleges, which has accredited providers mostly without incident for 22 years, has been squeezed out by reforms to clean up international vocational training in Australia.
 
The National ELT Accreditation Scheme, an independent non-profit organization established in 1990, regulated English language colleges under a formal agreement with NSW.
 
It is heard that all state and territory governments acted on its recommendations under various informal arrangements.
